Position: WASH Officer (Technical )  – 1 No.(For NPL 1060 Project, Siraha)

The position is responsible for leading overall WASH facilities design, implementation, monitoring and supervision of construction work being implementing under the project. 

Qualifications and Experiences :

Bachelor's degree in water engineering, civil engineering, or other related discipline., At least 3 years of experience in similar position/related, candidates having prior work experiences in NGOs/INGOs is highly preferred.  Professional experience in community WASH programs in displaced populations.  Excellent program implementation skills (AUTOCAD, MS office package). Good Communication and Negotiation skills. Fluency in spoken and written English and Nepali. Knowledge in Maithili and Local language will be an asset. Hold 2-wheeler valid driving license.  Full membership of a major professional body; namely civil engineering. If private, proof of license Willing to travel, adopt and work in terai community.

Key Responsibilities :

Under the general guidance from Executive Director and Project Coordinator (SABAL), the officer will undertake the following duties.

  • Ensure the development of accurate Bill of Quantities (BoQs) and detailed technical drawings for all the WASH interventions in liaison with relevant technical staffs from the government authorities and funding agency.

  • Supervise and be responsible for all the technical aspect for project implementation, make sure that contractors/users committee complete project ensuring quality , efficient, and accurate manner

  • Ensure community involvement at all phases of the project and the development of community ownership of the project.

  • ensure   construction standards as well as the security practices is well maintained at the project site.

  • Provide feedback to the monitoring and evaluation system to assess the effectiveness and the impact of the projects and propose recommendations for improvement

  • Contribute to the development of constructive solutions to challenges identified by the community and contractors

  • Facilitate and maintain a good professional relationship between organizations, communities, contractors, and the local government

  • Keep close communication with WHH technical staffs and share progress and get advices if applicable

  • Develop and maintain weekly, monthly plans and written comprehensive records of engineering work undertaken in the project including site visits and reporting of work progress

Anticipated joining date and contract period:  Desired Joining date is as soon as possible and will be for one-year contract period with three months of provisional period.

 

3.   Position: WASH Officers (Non-Technical)– 2 Nos (For NPL 1060 Project, Siraha)

This position is based on Project Filed Office with the allocation for 80% time for field level co-ordination, Social mobilization, planning with WASH mentors and Change agents, development of Palika level detail implementation plan, assurance of quality delivery of project activities including hardware and software, filed based monitoring and supervision, reporting and documentation of accomplished activities whereas 20%  time for documentation, review and supportive activities to the entire project team.

 

Qualification and experiences: At least 2-3 years of similar experience with I/NGOs and government specially in Terai region of Nepal. Having Bachelor's degree in Public Health/Environment sciences/ engineering, development studies, bachelor's in social work or equivalent degree from the recognized university. Solid working experience in Water supply, Sanitation, and Hygiene (WASH) particularly focusing on safely managed drinking water, Post-ODF (Total sanitation), Fecal Sludge Management and Solid Waste management. Good skill in Social Mobilization, Participatory Community Development Process, empowerment, networking, lobby, and advocacy. Good communication, negotiation, and analytical skills. Knowledge on financial management and staff supervision/coaching/mentoring. Enthusiasm to work with poor, vulnerable, and socially marginalized community with the high motivation and positive attitude towards the change and empowerment. Fluent in Nepali and English language, knowledge of Terai local languages (Tharu, Maithali) would be an added advantage. Two-wheeler driving license is mandatory.

 

Assignment: Under the direct supervision of Executive Director and Project Coordinator(Sabal Nepal), he/she will be responsible for effect and efficient implementation of project activities, supervision, coaching and mentoring of project filed staffs(WASH Mentors, Change Agents) with the closed coordination of  municipal authorities, local stakeholders, and higher authorities of Sabal and Welthungerhilfe project team. He /She will also be accountable for extending the coordination, coherence and harmonization with local government, stakeholders, line agencies and I/NGOs working within the Palika to create an amicable environment to achieve the desired project goals and outcomes.

4.   Position: WASH Mentor – 1 No. (For NPL 1060 Project, Siraha Municipality Siraha)

The position is based in the Siraha Municipality Siraha district with frequent visits to project locations.

Qualification and experiences: Intermediate or equivalent academic degree having 2 years of relevant experiences in WASH and social mobilization and fluent in speaking & report writing in Nepali and local languages. Potential candidate having bachelor's degree is preferred. The Applicant should have high commitment to contribute for a long time in the organization. The advantages will be given from a local community.

 

Assignment: 100% Field based position working as a front-line staff to assurance the timely implementation and follow up of project activities ensuring the quality of work. (may modify as upon program requirement). Person having computer skill, basic skill on documentation and report writing will an advantaged.
